1. Qualification classification

Construction qualification is divided into four sequences: comprehensive qualification, general construction contracting qualification, professional contracting qualification and professional operation qualification。The comprehensive qualification is not divided into categories and levels;There are 13 categories in the general construction contract sequence, which are divided into 2 grades (Grade A and Grade B);The professional contracting sequence has 18 categories, which are generally divided into 2 grades (grade A, grade B, some majors are not graded);Professional qualifications are not classified or graded。This standard includes the qualification criteria for each sequence, category and grade of the application of wages。

2. Basic conditions

An enterprise with legal personality applying for construction enterprise qualification shall meet the following basic conditions:

(1) Having assets that meet the requirements of this standard;

(2) having registered construction engineers and other registered personnel, engineering and technical personnel who meet the requirements of this standard;

(3) having project performance that meets the requirements of this standard;

(4) Having the necessary technical equipment。

Iii. Business scope

(1) The general contracting project shall be undertaken by the enterprise that has obtained the corresponding general contracting qualification。An enterprise that has obtained the qualification of general contracting for construction may construct all the specialized projects within the general contracting project it undertakes by itself, or subcontract the specialized projects according to law。When a qualified professional project is subcontracted, it shall be subcontracted to an enterprise with the corresponding professional contracting qualification。When the general contractor subcontracts the specialized work, it shall subcontract it to an enterprise with specialized operation qualification。

(2) When a professional project with a professional contracting qualification is contracted separately, it shall be undertaken by the enterprise that has obtained the corresponding professional contracting assets。Enterprises that have obtained professional contracting qualifications may undertake professional projects subcontracted by enterprises with general contracting qualifications in accordance with the law or professional projects contracted by construction units in accordance with the law。An enterprise that has obtained the professional contracting qualification shall organize the construction of all the professional projects it undertakes by itself, and the professional work may be subcontracted, but it shall be subcontracted to an enterprise with the professional operation qualification。

(3) Enterprises that have obtained professional operation qualifications may undertake professional operations subcontracted by enterprises with general construction contracting qualifications or professional contracting assets。

(4) Enterprises that have obtained the qualification of general contracting for construction may engage in the corresponding general contracting and project management business within the scope of the qualification certificate。
